At the NY state level the statute of limitations for filing a claim is 1 year.

The statute of limitations under the federal law is a bit shorter, at 300 days.

At both the state and federal level, the time begins to toll from the date the incident occurred.

If it's not reached those deadlines, then yes your friend call still file her case. However if the statute of limitations has run, then unfortunately your friend is now time barred from bringing her case.

She can go to NYPD if the sexual harassment rose to the level that involved any forcible touching. That would make it a crime.

Most criminal sexual harassment or assualt cases are charged as felonies, which means there is a 3 year statute of limitations.

It really depends on what specifically happened to your friend, but again, if any touching happened against her will, she can still file a criminal claim.

Additionally if she simply wants to report the harassment she can do so as well.
