What you've described is referred to as leaving the scene of an accident under criminal law.

If there was less than $1,000 worth of damages to the other vehicle, and no injury to the driver or passengers, then it will be charged as misdemeanor.

As a misdemeanor it would be punishable by up to 1 year in jail and/or up to $2,500 in fines.

If the resulting property damage was more then $1,00 or if there was injury to the other party, this will be charged as a felony.

A felony would be punishable y up to 5 years in prison and/or a fine of up to $2,500.

In either event, you could also face a 6 month license suspension.

Your choice now is whether to turn yourself in or not. Of course that's a decision you have to make on your won. Some things to consider are that if you turn yourself in the judge and prosecutor may deal more favorably with you. However, if you don't there's always a chance that you may not face charges on this at all ..unless there was a witness, your plate recorded, a traffic light camera or something of the sort.

They have the plate number but is there anyway they can prove who was driving?

There is an initial assumption that if the plate is registered to you, that you were the driver at the time.

If that's not the case, then that is something that would have to be brought up to the prosecutor, and argued during negotiations and/or a trial.

If your plate was recorded, then you should consider voluntarily reporting in to the police.
