No. Statutes of limitations say how old a case can be before it's filed with the court. A parole warrant involves a case that has not only been filed, but the defendant has been convicted and sentenced. There is no statute of limitations issue.

Warrants never expire. They remain out there until the parolee comes in person, voluntarily or involuntarily, before the judge who issued it and deals with the violation. That's just as true of a parole warrant as of any other type of warrant.
