Can a person be on a 72 hours hold without a cause, file wit the sheriff dept. in California. I need an answer when there was no reason at all, this was total harressment

This person was taken into custody, and than taken to the hospital, on a 48 hours hold, because a credit company call the local police dept in this person state of California and some one in the company call center, suggested this person was having a mental breakdown
