Hello,

I will try and help. Its certainly petty theft and, depending on the value of it, possibly grand theft (a felony). Depending on the jurisdiction there could also be charges of (depending on who owns it) theft of public property and tampering with utility equipment. It really depends on the jurisdiction and how the prosecutor wants to go after it.
