My son in Law gave my Nephew a tattoo my Nephew is 16. His mother said no at first then she said well I'm not paying for it. Now my Son in Law is not a licensed Tattoo Artist in the state of Oregon or any other state. What could he be charged with

This is the law even if the individual is not compensated for the tattoo. This law is found in 690.355 of the Oregon Revised Statutes. I have a link to the law for your review here: A violation of this law is a Class A misdemeanor. A Class A misdemeanor is the highest misdemeanor in the state and is punishable by up to one year in county jail and a fine of up to $6,250.
