Ok, in 2011 I had to quit my job to move to the Western half of Pennsylvania. The employers withheld information about wages. More specifically, they withheld the fact that the wage progression was based off a pay scale from 2002. By withholding that information I believe they committed a criminal act under PA Title 18, subsection 3922. (a) (1) creates or reinforces a false impression, including false impressions as to law, value, intention or other state of mind; but deception as to a person's intention to perform a promise shall not be inferred from the fact alone that he did not subsequently perform the promise;
(2)prevents another from acquiring information which would affect his judgment of a transaction; or
(3) fails to correct a false impression which the deceiver previously created or reinforced, or which the deceiver knows to be influencing another to whom he stands in a fiduciary or confidential relationship.They withheld the info about wages being based on a 2002 top rate of $23.26 an hour. So, they (The two individual supervisors) led me to believe that I'd be making $22.23 an hour, as opposed to $16.28 an hour that I made. I found out on my first paycheck.My research of this leads me to believe they commited theft by deception. My statute of limitations expires in October of this year. Do I have a case?

Thank you. So you were lead to believe verbally that the pay would be higher, but then it was lower - without anything in writing that shows that you were promised a higher wage?

As I had to quit my position to leave, when on the phone they mentioned I'd have to go back on progression. I had a witness to the conversation. I asked what the percentage was. They said %70 percent. They did not mention about it being based on the 2002 top rate. So, I was led to believe it was %70 of the current top rate in 2011, which was 31.75 an hour.
