Will be going through a background check with fire

will be going through a background check with fire department and have an arrest in 2003 that the charges have been dismissed on but wondering if i still report that. and another arrest for mistaking idenity but still figer printed but later sealed do i report that too? both in california

Give what information the application says. If it asks for all arrests and convictions, then you want to disclose them. Government employers can see records that private employers cannot, as nothing is hidden to the government. If it only asks for convictions or for arrests that let to convictions, it would not be necessary to disclose unprosecuted offenses.
