It is up to the DA in CA where the person is wanted to start the extradition process. When someone is arrested in TN and they find a CA warrant, the TN DA would contact the DA in CA where the person is wanted. The DA in CA would have to decide if they want to pay for extradition and if they do, they will file for a governor's warrant to the CA governor. Then it goes to the TN governor and to the local TN DA. The process can take 30-60 days, depending on the situation.
An individual cannot get extradition papers, it is up to the DA's though.
