When considering statutory provisions that relate to the same or similar subject matter, the court will make every effort to reconcile those laws that appear to be in conflict and attempt to interpret them harmoniously. See: Loboda v. Township of Clark, 40 N.J. 424, 435, 193 A.2d 97 (1963). When the statutes cannot be harmonized, the canon of statutory construction directs that a specific statute generally overrides a general statute. See Trinity Cemetery Ass'n v. Twp. of Wall, 170 N.J. 39, 46 (2001).
