Pennsylvania considers a summary offense to be less than a crime. Records would exist on a local level but not on a Federal level, so long as you disposed of the matter without having served any jail time. Summary offenses in PA are also expungeable.
A summary offense is not a crime. It's something less than a misdemeanor, just an infraction. So it is already the least serious criminal matter that one can be cited or arrested for. There's nothing to get it downgraded to, unless the state is willing to dismiss it altogether.
