Is a probation officer able to name a person in rules of supervision forbidding sexual contact or kissing with the felon and then release these rules to anyone who desires a copy?

Typically the rules and conditions of probation are part of the court file in the criminal case which make them public record and accessible by anyone who goes to the court clerk's office and requests a copy.

It would not illegal for a probation officer to release those to someone. If you feel the probation officer is being unprofessional, I suggest you contact and inform his/her supervisor. Just because something is not illegal does not necessarily mean it is a good idea.
