If someone was convicted in a Fereral Court, did time, got out... and before that, got convicted in a state crime, this is all regarding drug stuff... and now has a warrant out for his arrest for possession after a serch of his home for stolen stuff that his roommate did, could the 3 strike law come into effect?

That is covered by statute 6-10-201 which you can find at this link.

The only way the three strikes comes into play is if the crimes is a violent felony and you have two prior felony convictions.
