Unfortunately, you are not describing a statute of limitiations issue. Once an arresthas been made and a case has been filed with the court, statutes of limitation fail to apply. Instead, the judge will issue an arrest warrant for the defendant's failure to appear at court.
Warrants never expire. There will be one against this young woman until she shows up before the judge and gets the warrant lifted, and that's as true if she were 12 as if she were 22 at the time of the crime.
A car theft is a felony offense, and while she can right this if she has a mind to, she subjects herself to risk of jail by going back after all this time. She's a fugitive from justice in the eyes of the law, regardless of whether she was just a scared kid at the time she fled, and Colorado is not going to welcome her back with open arms. You can expect that the judge will want to put her in and set bail on her to ensure that this time she sticks around.
If she wants to clear her name, she should hire a lawyer and have him do the early troubleshooting and pave the way for the safest return she's likely to get and make sure that bail, if any, would be in an amount she'd be likely to be able to make.
