Can a cop offer to tear up a traffic citation in exchange for criminal information (I.e drug dealers)?

Yes, he can offer it. But he probably won't do it.

The US Supreme Court has said that police can lie and use deceptive and coercive techniques to get information about crime. They are trained to do just that, and they are very good and convincing at it.

They are notorious for making promises they can't, in fact keep, and this is likely one more. Once a ticket is written, there's a record of it, and he can't just destroy it.
