A summary offense in Pennsylvania is a criminal offense, so this would be a criminal conviction. On the other hand, it is an offense that's less than a misdemeanor. It's more like the criminal court equivalent of a traffic ticket. This means that you could honestly say that you have never been convicted of a misdemeanor or a felony. I know that summary offenses in Pennsylvania have civil penalties only (no jail) but they are provided for in the criminal code, which makes them criminal offenses. At the same time, they are less than misdemeanors and not crimes. This makes it kind of sticky, because while you can say honestly that you have never been convicted of a crime, you cannot say that you don't have a criminal record.
Yes this is a summary offense in Pennsylvania, See 75 pa. cons. stat 3701.1 This one is a vehicular offense. Normally, job applications say that you don't have to admit to traffic citations. I think you can say no and maybe write a note to say that although you have no misdemeanors or felonies you were recently convicted of a traffic infraction. That way, if it turns up on a background check (which I believe it can) you're covered in that you've told the whole truth.
