I was arrested for 3rd degree assault, misdemeanor. My lawyer worked out an arrangement whereby prosecution was "deferred" and I just had to do community service. A job application now asks me whether I have ever been "charged" with a misdemeanor. If prosecution was deferred, does that mean I was or was not "charged"?

It would mean you were charged. Even though the prosecution was deferred, you were arrested and charged with a crime. The application should allow you to explain the outcome, at which point you could explain the end result.
