A confession made under any circumstances, written, spoken or video taped, will be considered evidence if is reliable evidence. So, for example, in this case you have the suspect delivering a written confession to someone who can testify to the chain of custody of the document and who gave it to him or her and the circumstances. So, in this case, it could be used as evidence against the suspect/accused as long as it wasn't excluded because of some other factor like it was written after questioning without benefit of Miranda warnings or something like that. Even if it is admitted though, in order for the person to be convicted, there must also be some independent proof that they committed the crime. The confession alone will not do it.
