Question to a lawyer with DA experience:

A month ago, Mr. A published a defamation statement on web blog as follows:

“In 1999(10 years ago), Mr. B said he would gun down Mr. C and members of the Association if others interfered his private thing” . Since this statement is not true so this is a defamation to Mr. B, my question is:

Since Mr. A defamed Mr. B have “threatened to shoot” someone 10 years ago , should such defamation be handled by DA instead of civil defamation law suit?
