I had a Deferred Sentence back in 98-2000, but I never was

I had a Deferred Sentence back in 98-2000, but I never was convicted of the crime. I want to get a concealed permit. On the Sheriffs application on line 6 it states. " have you been convicted in any court of a felony, or attempt or conspiracy to commit a felong, or any other crime for which the judge could have imprisoned you for more than 1 year, even if you received a shorter sentence including probation"? But it also says above, "concerning conviction" answer "no" if pardoned or if the conviction has been expunged, sealed or set aside". Mine was dismissed is this the same as expunged? I can still buy and own a handgun. How should I answer this question? thank you very much!!

Typically, when a deferred sentence is satisfactorily completed, the defendant's plea of guilt is withdrawn and the charges which were deferred are dismissed.
