if charged with vandalism between 1,000 - 9,999 and police

Resolved Question:

if charged with vandalism between 1,000 - 9,999 and police filed charges on behalf of the victim, can the victim get the charges dropped if they are so inclined?

Once the police file charges, it is solely up to the prosecutor whether to drop the case. The prosecutor may take into account the victim's wishes, but the prosecutor may also decide to proceed with the case anyway. So while the victim can try, there's no guarantee.
