The police can legally enter a house for a well being check if exigent circumstances exist. For example, if a neighbor requested a well-being check of an elderly or disabled neighbor the police could approach the house, knock on the door and/or walk around the outside. If the officer sees evidence of a person in distress or a crime being committed, he can then enter the house.
