The Lautenberg Act, passed by Congress in 1997, makes it illegal for anyone convicted of a domestic violence charge to own or possess a firearm. It also prohibits the possession of any sort of ammunition. This would include any operational of firearm, musket and otherwise. It affects all state's equally and applies throughout one's lifetime. I can find no authority that would make an exception for a muzzle loader.
