VerifiedGive some more details here. What were you arrested for? Any indication why the delay occurred? have you received a letter from the DMV?
Did you give any sort of statement? Did the neighbor come see you or meet you after the accident? Did the police visit you after the accident? Was there beer bottles in the car and the car was left at the scene? If the answer is no, then it may be that there is not even evidence to make a prima facie case and the prosecutor is hoping that you come to court without counsel. Nevertheless get a lawyer (well experienced in DUI (if you need some names or organizations that would have lawyers who do DUI defense let me know and I'll give you some sites)) --you have too much to risk today with DUI prosecutions and a competent lawyer is worth the fee compared to the consequences of a conviction (jail time, the hassle and expense of probation, loss of license, higher insurance, etc.).
