I am glad you were cautious. That is 100% a "phishing" scam looking to harvest for personal financial information. Sweepstakes are governed by federal law, but neither the U.S nor Maryland/Nevada or other state governments monitors sweepstakes. And for state-run lotteries, the lottery agencies only have records of entry number, to a player's name. address or phone number, and in any event only contact winners by formal, certified mail correspondence.
