What you should do now is report the fire to your insurance company. They will investigate and detrermine the cause. Then you and they can decide who may be liable to pay damages.

already reported to insurance. fire chief already said cause of fire was electric plug in kitchen which during my home inspection the inspector found and home owner was told to fix in which the seller did the work himself problem was fixed during finally walk through but since he is a non licensed electrician do i have any grounds

Your insurance company which will pay you for the loss becomes the owner of any rights that you may have to recover damages from the former owner for negligence. The insurance company will determine whether or not the license issue is grounds for recovery.
