Sorry, but this is a scam.
First of all, contest winnings are considered income. Once you get the money, you would have to declare it on your taxes and pay income tax on it.
Secondly, Publisher's Clearing House will be the first to tell you that if you are asked to front money for any reason at all, you are not a real contest winner.
Thirdly, PCH does not alert its winners by phone. They surprise them with their Prize Patrol.
Block these scammers, and don't pay them a dime. Any money you send them will be gone forever, and the only thing that you will get from them is cheated. Report the fraud to the FBI at www.IC3.gov.
