This is unfortunately a common scam. There is no "Consumer Protection Bureau." There is a "Consumer Financial Protection Bureau," but they are not involved in assisting with any sort of sweepstakes or lotteries. It's a government agency that makes sure banks and other lenders treat consumers fairly. The Consumer Protection Bureau has been reported as involved in countless scams. Here are a few:

The American Sweepstakes Network has an F rating from the Better Business Bureau and has also received multiple scam reports.
It is impossible to win a contest you didn't enter. Any time you get a call out of the blue for something like this, it's a scam. They're trying to steal your personal information, your money, or both.
