I'm Lucy, and I'd be happy to answer your questions today. I'm sorry to say this is a very common scam.
It is impossible to win a contest you did not enter. There is also no government agency called the Consumer and Retaliatory Affairs. There are two attorneys with that name licensed to practice law in Florida. One was just admitted and does not appear to be currently practicing. The other does not have a 786 area code.
What happens is, they convince you that you won, and ask you to pay taxes or courier fees upfront to claim your "prize." They keep asking for more, and the promised winnings never materialize. The best thing to do is cut off all contact with them.
