I went to a chiropracter that told me don't worry about the charges, I just have to pay my co-pays. I have insurance and they paid. Now has changed his mind and is back billing me for past services from the past year. IS this legal?

Did you have some sort of conflict with him? Technically it is legal but unethical. The only argument you could have for challenging this is that this is a breach of an oral agreement.
