can a detective modify (he added some ones name in hand writing) to a dmv vehicle title printout in my motion of discovery

The detective would not play any role in issuing a title from the DMV, the original of which would not have his modification. So the detective can modify it by making notes on a print out for whatever purposes he wants, but the print out would be inadmissible as the actual title, which would require the original as best evidence.
