My oldest sister and her husband set up a CD account for my mom of $40,000. They wanted to insure my other sister couldn't drain her funds, so my sister set it up where she had to be informed and OK anything taken out more than $100.00. Well my other sister
some how drained the account, my sister was never notified by the bank in any way. Is the bank responsible? What should we do?
