To answer directly, you would want to consider asking your insurance company to demand that the insurer of the owner who hit you form the rear cover all your damages, since it was his impact that caused both types of harm. If that fails, consider either retaining counsel and suing the person who hit you from the rear for damages, or sue personally for reimbursement based on what they refused to cover.

You technically sue the driver, but as the driver is covered by insurance, they take over payments and coverage if you end up prevailing. You do not sue the insurance company.
