My question is about discount cards. If a store promises to give you a discount when you use their promotion card (not credit card) but when you do swipe the promotion card you don't receive the discount. Could a person sue that company?

You could in fact sue the company if they are representing that they would provide you a discount for swiping their discount card and failing to do so.
