I am sorry to say but it is a scam. No monies are ever paid and any processing funds are never credited or returned. In a real lottery, there would be no processing fees and if you won, you would get notice along with the winnings without any attempts to get money from you. Good of you to question it and not fall victim to a scam that has victimized so many people.
