This is very likely a scam. Legitimate sweepstakes do not require winners to wire cash prior to payment of the winnings. There should be no fees, taxes, shipping and handling, registration, or any charge associated, and the fact that this sweepstakes is requiring you to send money tells me that this is a scam. You can check with the Federal Trade Commission to see if this particular sweepstakes has been spotted, and you can report them there as well.
