Assuming you know the plate number, but usually the DMV will require a valid reason to look up a license plate. However, you can subscribe to an online service that locates information. There are a number of members-only services online that allow you to look up people based on license plate number.

You can find the sites through google. Also, if you contact a private investigator, and have some basic info on the person, they often have the resources to run an asset search to see what assets are listed in that person's name.
