What is the battery voltage? Are cables clean and tight? Follow the positive battery cable to the starter solenoid, and jump the solenoid to see if the engine will spin. Does the glow plug ligth come on?
Have you bled the fuel system up to the injection pump? The filter is full of fuel? No smoke from the exhaust when cranking means no fuel is being injected. Is the fuel solenoid opening when the switch is turned on?
You need to bleed all the air out, up to the injection pump on the engine. Should be a primer in the system for that.

Could be the fuel shutoff solenoid, but it will be with the injection pump. t has to open the fuel to the injectors for start.
don't know I have not seen the instalation.
That is one stuffed compartment. I can't determine where it is, but for room purposes, the side opposite the starter. Sorry. A parts book would be the best source to identify the location and the part.
