Can you attach a picture? From what you have described the gland should come out, the four bolts should have been the retaining bolts. be sure the other end of the cylinder is open and the hose is off. Then if it will not come out, tap on it, to see if it knocks in, to expose a set of inner rings.
Looks like the 4 bolts would hold the ring in place.
Try tapping it in, to expose another set of rings.
