I have a 262b cat skid steer that I have changed the fuel filter but it is still cutting out or losing power also I get

It's like it is bogging down or not getting enough fuel also it is a one speed is there a way to turn the road gear on

I can help with the engine, but not on the two speed. The engine is starving for fuel, go to the outlet line from the tank, at the first fuel fulter/strainer and remove the line, check the fitting at the filter for obstruction, and blow back into the line to clear any obstruction in the tank outlet line. Then see if it runs ok. With fuel starvation, it has to be before the transfer pump, as it is suction and has to be vacuum tight. After the transfer pump, fuel is under pressure, so will not cause starvation.

Also I forgot to tell you it doesn't bog down right away it is after using it for 15-20 minutes
OK, same result, maybe something in the tank restricting the flow. I would try what I suggested.

Ok is the fuel water separator the only filter
It should have water separator as a primary filter and a spin on secondary filter, But the water separator is the first filter.
