I can help with the engine, but not on the two speed. The engine is starving for fuel, go to the outlet line from the tank, at the first fuel fulter/strainer and remove the line, check the fitting at the filter for obstruction, and blow back into the line to clear any obstruction in the tank outlet line. Then see if it runs ok. With fuel starvation, it has to be before the transfer pump, as it is suction and has to be vacuum tight. After the transfer pump, fuel is under pressure, so will not cause starvation.
OK, same result, maybe something in the tank restricting the flow. I would try what I suggested.
It should have water separator as a primary filter and a spin on secondary filter, But the water separator is the first filter.
