Is your park brake on the front axle right at the driveshaft yoke?
If that's the actual you have on the front then you will have like a clutch pack which is spring applied and pressure released so you would remove the drive shaft and then the yoke to access the parking brake. You will replace any hardened or flaking friction disks, any blue or warped steel discs, and your piston seals.
The other style axle or with the brakes on either side of the differential sandwiching the axle housings those you will need to remove the complete axle to disassemble those service brakes on that style unless it's an oscillating axl housing. If it is solid mounting to do the service brakes the axle would have to be removed. Looking in the manual you will see that there is the cylinder in a park brake intensifier. Sounds like you are losing your brake oil through the Piston seals for the parking brake.
