Response time will vary depending on my work load , etc. Do you have the serial number handy or can you confirm if electric over hydraulic controls or pilot pressure controls?
In either case if temp is a factor then check the control valve itself for sticking mechanically preventing the tilt/curl function from working. I just saw where you mentioned the controls are sticking. This would be due to a problem in the control valve. Clean out the valve and reseal... If unsuccessful replace the valve if damage or scoring is found. also check for debris in the valve. Let me know

If this is the BL60 and not the BL60B then click above for the control diagram. Check the cable for sticking by disconnecting it and see if the control handle them moves freely and do the same with the linkage.... I would check the cable first.

Jim, I looked it up and Im not seeing anything as far as bulletins, etc. Ive worked at several dealers and contractors before going on my own. When these things happen due to age and environmental conditions over time it is just a matter of putting your hands and eyes on it to confirm. Nothing in any manual is going to tell you if your machine has a frozen cable needing replacement or a linkage or stuck spool in the control valve. You have to disonnect one cable end and then try to move it to see if it is frozen. If not, you them try to manually move or shift the control valve spool and do the same for the linkage. You will know which is binding after this check. Any shop, mechanic, or dealer will need to do the same thing. That is the troubleshooting process. not everything is in a book or video unfortunately. I hope this clarifies things a bit better.
