mower has a divertor valve that uses the hydrostat pump to power the hydraulics, this valve may be sticking or has internal problems. I would locate it and take it part, looking for stuck valve or broken spring. See parts picture below in link.
has knob on it, #1 , it may be in wrong position!

I see no other valves listed in parts list. You say hydrostat is also slow? Tractor uses only one pump, the hydrostat pump is also the hydraulic pump, so if hydrostat is weak, hydraulics are weak.
The way it is listed, it looks to be an optional valve, and may not be there. So it seems the hydraulic valve would have some type of divertor or flow control, but It does not label any such thing. I' going to look for service manual.
11, 12, 13 make up the implement relief valve from service manual, this is to regulate pressure to the hydraulic valve and cylinder. Pressures need to be around 700 psi to cylinder, see link below.
Manual says to check/replace filter and if no change, check pressure and check the relief valves.
If filter is a direct replacement, it should be no difference. As for payment, you can always come back here using link saved in your email.
