I have a cat 963 track loader,have one track chain that loosened up.could it be the relief valve

Yes, that is a possible issue. You should be seeing grease leaking out the relief port if that is the case.

If for no other reason, it is the cheapest part to try first.

my question is can the track adjuster be removed without having to pull the track frame?

I am sorry my answer was not clear. The track adjuster is behind the equalizer bar support and the support cannot be removed without removing the track frame.
The following step must be followed for this repair.
Remove track, remove front idler assembly, remove track frame, remove equalizer support and final remove the track adjuster.
