I just purchased a boom lift from auction. It won't move

Customer Question

I just purchased a boom lift from auction. It won't move reverse or forward. It goes side by side and up and down fine but will not move.

Make and model? does it have lock outs on each wheel that lets it free wheel? Will the boom roll? Check the wheel hubs , they may be in the free wheel position.

wheel hubs should have a lockout pin, that the outer cover is removed and flipped over, to allow hubs to roll free, could hubs be in freewheel?

Customer: replied 10 months ago.
Wheels are not locked. It does moves but it looks like it has a short somewhere. It won't turn

The first thing that has to happen on the lift, is the brakes have to release. Do the brakes appear to release? will it drive in two wheel or 4 Wd?
