i have pulled off the tanks nothing blocking pick up tube while tanks off back blew threw the line that feeds the fuel filter all clear
there is a lift pump and an electronic shutoff that is in that fuel circut dont know which is causing my isuues

If the secondary filter runs dry, the fuel transfer pump is not keeping fuel moving. Not meaning the pump is bad, but the suction to it may be leaking. The system up to the transfer pump is suction, so it has to be vacuum tight. Best test is to attach a test line to the inlet of the transfer pump, and drop it into the fuel tank or a separate fuel container and run test. If it works, there is a vacuum leak or restriction before the transfer pump. To find it, eliminate one component at a time, until you isolate it.
