I have a WA-180 3pt loader that won't start. It's not

I have a WA-180 3pt loader that won't start. It's not getting fuel. I have pumped and pumped the hand primer to try to bleed the air out of it, loosening the filters until we get good fuel coming out and we can even get fuel to the injection pump when we loosen the first bolt head on the pump. But when we try to start it and we crack an injector open we are getting no fuel at all coming out of the injectors. Is this bad pump for sure? Is there another fuel pump in the tank that could be malfunctioning?

If you fuel to the pump and nothing coming out of the pump. I would say the injection pump has failed.
