The new Holland skid steers have drive motors and pumps, and a separate hydraulic pump for the boom and bucket. One does not affect the other. Check your hydraulic pump and pressure. On the late model L and LX series, the small pump in the outer end of the stack is the hydraulic pump.

Pressure should be in the 2300 psi range and relief valve is not adjustable. Your pump is weak, or the relief valve is bypassing too soon. If it happened slowly over time, just got weaker, the pump is likley bad.
