Fuel solenoid has to have full battery voltage. Try running a jumper wire, direct from the battery positive, to see if the engine will start and run. If it does, go back and measure voltage into the relay. Relay only closes the connection, does not change voltage. so it has to have full battery voltage to it. If not , trace wire back to find bad connection or corroded wire.

With the Kubota solenoid, it has two coils, one for start, and one for hold, so do not leave full battery voltage to solenoids start coil or it will burn up the solenoid. The hold coil is the one that has to have the voltage at all times the key is on.
