d1703 idles rough no throttle response after running out of fuel and bleeding system

Did you check the line from the fuel tank to the fuel strainer? My thoughts are that the engine is not getting enough fuel , or it is sucking air. By running out of fuel, any debris in tank was collected at the tank out hose or strainer. You could make test line and attach it at the fuel inlet side of the primer, back into the filler opening of the tank, or a separate fuel container to test.
